New Bedford-based non-profit Organizations may apply to manage ARPA-funds on the City’s behalf to the benefit of New Bedford small businesses by submitting a response.
This funding opportunity is made possible by the federal American Rescue Plan Act (ARPA), which spreads $350 billion in emergency funding among eligible state, local, territorial, and Tribal governments to respond to the COVID-19 emergency. As such, the City is bound by the spending limitations and reporting requirements set by the Department of the Treasury (Treasury) on the use of Coronavirus State and Local Fiscal Recovery Funds. These funds “provide eligible state, local, territorial, and Tribal governments with a substantial infusion of resources to meet pandemic response needs and rebuild a stronger, and more equitable economy as the country recovers. Among the eligible uses, recipients may use these funds to: address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector.
Eligibility Criteria
To qualify for this funding, an organization must have the following minimum qualifications:
- The Lead Organization must be a New Bedford-based non-profit organization that provides small business support services.
- Partnerships between a New Bedford-based non-profit organization and outside nonprofit organizations are permitted, so long as the New Bedford-based non-profit organization is the lead agency for grant management. Services provided by for-profit partners must be procured through a competitive procurement process.
