The City of Springfield is seeking applicants for the Emergency Solutions Grant (ESG) Program for the program year July 1, 2022 through June 30, 2023. The ESG program provides funds to non-profit agencies to operate programs providing homelessness prevention, street outreach, emergency shelter, and rapid rehousing.

The City will consider applications for programs that provide one or more of the following activities: Homelessness Prevention, Rapid Rehousing, Emergency Shelter, or Street Outreach. ESG funds may be used for the following costs that are incurred in carrying out the eligible activities:
- Rental Assistance
- Provision of rental assistance to provide short-term (up to 3 months) or medium-term (up to 24 months) housing to homeless individuals or families (rapid rehousing) or individuals who are at imminent risk of homelessness (homelessness prevention). Such rental assistance may include tenant-based or project-based rental assistance.
- Housing Relocation or Stabilization Services
- Services for homeless individuals or families or individuals or families at imminent risk of homelessness, including housing search, mediation or outreach to property owners, providing security or utility deposits, utility payments, rental assistance for final month at a location, assistance with moving costs, or other activities that are effective at (A) stabilizing individuals and families in their current housing (homelessness prevention); or (B) quickly moving such individuals and families to other permanent housing (rapid rehousing).
- Operating costs
- Maintenance, operation, insurance, provision of utilities, and provision of furnishings related to emergency shelter. The City will consider proposals for operating costs for shelter when the shelter provides beds not otherwise funded by the Commonwealth of Massachusetts.
- Street Outreach
- Outreach to individuals living on the streets or in shelters where the goal of the outreach is directed toward assisting such individuals to access permanent housing.
Eligibility Criteria
- This opportunity is for private non-profit organizations that will operate programs to serve people who are homeless or at risk of homelessness. Faith-based organizations are eligible for programs that will serve all eligible beneficiaries without regard to religion.
- Applicants may not have a significant history of non-compliance with prior grant funding requirements, and may not be federally excluded and/or debarred from federal contracts. Applicants must satisfy any outstanding financial obligations to the City of Springfield in order to recieve funding.
