Each activity carried out with the Community Development Block Grant (CDBG) funds must meet one of the three broad National Objectives:
- Benefit low and moderate income persons
- Aid in the prevention or elimination of slums and blight
- Meet other community development needs having a particular urgency because existing conditions pose a serious or immediate threat to health.
Eligible Activities
A variety of activities or projects may be undertaken with CDBG funding. Proposed activities must meet one of the three broad National Objectives listed above and also be “eligible” under Part 570, Sections 201-206 of the Federal Regulations. Examples of eligible activities include: property acquisition, construction of public facilities, clearance and demolition activities, parking facilities, special economic development assistance, public services, commercial and housing rehabilitation, planning and program administration and redevelopment and relocation.
Ineligible Activities
- Projects that cannot be carried out using CDBG funds include: construction or rehabilitation of buildings (or portions thereof) used predominantly for the general conduct of government, general government expenses, political activities, purchase of equipment and operating and maintenance expenses in connection with public facilities.
- Individuals and organizations seeking CDBG assistance should submit a written proposal to the Community Development Department explaining their project or idea.
