The 2022 program year will run from April 1, 2023, to March 31, 2024. Proposed projects should be designed to be completed and the funding expended within 15 months of receiving the grant.
The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974, as amended. The CDBG program was enacted in 1974 under the Housing and Community Development Act.
The primary objective of Title I of the Housing and Community Development Act of 1974, as amended, is the development of viable urban communities. These viable communities are achieved by providing the following principally for persons of low- and moderate-income:
- Decent housing;
- A suitable living environment; and
- Expanded economic opportunities.
Federal law requires that at least 70% of these Community Development Block Grant funds be used to primarily benefit low and moderate-income persons; funds may also be used to help prevent or eliminate slums or blight or for projects that meet urgent needs.
The Weld County Board of County Commissioners have set the priorities for the Weld CDBG Program to be:
- Public Improvements including adequate public infrastructure,
- Housing Preservation, and
- Access to Public Services
CDBG funds may be used for activities which include, but are not limited to:
- Acquisition of real property;
- Relocation and demolition;
- Rehabilitation of residential and non-residential structures;
- Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes;
- Public services, within certain limits;
- Activities relating to energy conservation and renewable energy resources and;
- Providing assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.
Eligibility Criteria
Currently, only designated local governmental agencies, known as the Urban County, and participating jurisdictions are eligible to apply for Weld County CDBG funding. Participating jurisdictions include the municipalities of Ault, Dacono, Eaton, Erie, Evans, Firestone, Ft. Lupton, Frederick, Garden City, Gilcrest, Grover, Hudson, Johnstown, Keenesburg, Kersey, LaSalle, Lochbuie, Mead, Milliken, New Raymer, Nunn, Pierce, Platteville, Severance, Windsor, and Weld County.
