The Community Placemaking Grants are designed to fund quality of life projects that will help strengthen the connection between citizens and the spaces that are at the heart of community. The purpose of the program is to support a broad range of local organizations by offering grants for projects that will create conditions and opportunities for community members to lead fulfilling lives.

Eligible Activities + Grant Priorities

  • Community Infrastructure and Beautification
    • Urban parks and green spaces development
    • Public art installations and murals.
    • Neighborhood beautification and landscaping.
    • Neighborhood master planning that results in strategic project development and implementation.
  • Technology and Innovation
    • Smart city initiatives focused on technological advancements.
    • Public Wi-Fi access points and digital infrastructure development
    • Community programs promoting innovation and creativity.
  • Recreational and Sports Facilities
    • Development or renovation of recreational centers.
    • Sports facilities and playgrounds for various age groups.
    • Walking, biking, and hiking trails–new trails, amenities, wi-fi, water fountains, shade structures, landscaping, light scaping, items that address life and safety issues
    • Splash parks.
    • Parks and open spaces master planning that results in strategic project development and implementation.
  • Cultural, Tourism and Historic Preservation
    • Restoration of historical landmarks
    • Cultural centers and museums–new locations, exhibits
    • Community workshops and educational programs concerning local heritage.
    • Expansion of existing facilities that results in increased visitation
  • Health and Wellness Initiatives
    • Community gardens and farmers markets.
    • Wellness centers with programs targeting physical and mental health.
    • Initiatives advocating healthy living and active lifestyles.
  • Education and Skill Development
    • Community education centers offering a range of skill development courses.
    • Libraries and educational resource centers.
    • Programs that cater to digital literacy and vocational training
  • Safety and Accessibility Improvements
    • Enhanced street lighting and pedestrian safety measures.
    • Creation of facilities that are accessible to individuals with disabilities.
    • Community programs concentrating on neighborhood safety and participation.
  • Environmental Sustainability
    • Initiatives that underscore environmental conservation and sustainability.
    • Community programs encouraging recycling and responsible waste management.
    • Projects focusing on green building and sustainable urban development
  • Destination Retail and Entertainment
    • Development of green spaces, public art installation, or trail connections within or adjacent to any commercial property or shopping center

Eligibility Criteria

The project must:

  • Be located within the City of Brownsville city limits and must be open and accessible to the public at-large.
  • Address the purpose of the program and be aligned with BCIC’s mission.
  • Serve a high percentage of Brownsville’s residents and visitors.
  • Projects must be for public use or otherwise meet the definition of “Project” as that term is defined by Texas Local Government Code.
  • The Project must illustrate how the Texas Local Government Code 501.101 eligibility requirements are being met.
  • The applicant must have conducted business within the City of Brownsville limits for a minimum of two (2) years. Certain economic development projects may be excluded from this requirement.
  • The applicant can be an organization that has a federal non-profit status, for-profit businesses, and local and county municipalities.
  • Individuals and churches do not qualify.
  • Be self- sustainable and maintained properly once completed.
  • Be shovel ready, meaning the project has completed all architectural/engineering plans, has bids and pricing, etc.
  • Projects must be well-planned with stated goals, objectives and evaluation measures that demonstrate the impact to the community.
