Contra Costa County Community Development Block Grant Program in California

The primary purpose of the Community Development Block Grant (CDBG) program is the development of viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities, principally for persons of very low- and low-income. The solicitation of CDBG applications is to assist the County in carrying out eligible activities that meet the needs of very low- and low-income persons in the Urban County.

Details:

The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds for the County’s community development and housing programs. As an eligible Urban County, as defined by HUD, Contra Costa County receives funds annually to carry out CDBG eligible activities. The County directs these funds to housing, economic development, infrastructure improvements, public facilities, and public service projects designed to meet the needs of very low- and low-income persons.

ANY activity you propose to accomplish with CDBG funds MUST meet one of three National Objectives:

  • Benefit low and moderate income persons— (almost all applications fall under this category)
  • Aid in the prevention or elimination of slums and blight — These are activities that help to prevent or eliminate slums or blighted conditions in a designated area, on a spot basis, or within an urban renewal area. There are restrictions on what specific activities are permitted.
  • Urgent need— These involve activities that meet other community development needs having a particular urgency because existing conditions pose a serious threat to the health and welfare of the community and other financial resources are not available to meet such needs. This is very rarely used and only applies in an extreme emergency.

Eligibility Criteria

The Urban County’s eligible area is the entire County, less the cities of Antioch, Concord, Pittsburg, and Walnut Creek, which administer independent CDBG programs. To obtain funding, applicant projects and/or programs must meet eligibility requirements and demonstrate that they benefit very low- and low-income persons within the Urban County.

Eligible Activities

There are a wide variety of activities that are eligible for CDBG funding. For the purpose of this Request for Proposal, eligible activities that may be proposed for will fall into one of these categories:

  • Housing Activities – rehabilitation and preservation; lead-based paint testing and abatement; clearance and demolition; etc.
  • Public Facilities and Improvements – activities such as acquisition, installation, construction and rehabilitation of infrastructure (e.g., water/sewer lines, streets and sidewalks); acquisition, construction or rehabilitation of neighborhood facilities, and facilities primarily serving low-income households or for persons with special needs (e.g., homeless, seniors, adults with disabilities, battered spouses, abused/neglected children, persons living with HIV/AIDS, illiterate adults, migrant farmworkers).
