Greene County American Rescue Plan Act Nonprofit Grant Program – Ohio

Applications are now open for the Greene County American Rescue Plan Act Nonprofit Grant Program (GC-ARPA-NGP) which was developed in response to the economic crisis facing their community due to the ongoing effects of the COVID-19 pandemic.

Additionally, the impact of the pandemic revealed socio-economic disparities in low-income and minority populations resulting in those communities suffering a greater negative impact from COVID-19. The objectives of the GC-ARPA-NGP fund are to:

  • Support COVID-19 response efforts to continue decreasing the spread of the virus and bring the pandemic under control
  • Support immediate economic stabilization for households and businesses
  • Address systemic public health and economic challenges that have contributed to the inequal impact of the pandemic

Awards under this RFP are intended for projects benefiting the community that may involve single or multiple organizations. Nonprofit organizations are eligible for GC-ARPA-NGP award; however, projects must have a community impact and are intended to be self-sustaining.

Scope of Work / Project Requirements.

The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021, and provides $350 billion for eligible state, local, territorial, and Tribal governments to meet pandemic response needs and rebuild a stronger, more equitable economy as the country recovers. Greene County has received $33 million through ARPA and a portion of these funds will be available through an application process for nonprofit organizations by submitting eligible proposals through the GC- ARPA-NGP. The funds can only be used to cover costs that were incurred on or after March 3, 2021, unless otherwise stated in the guidance .

Eligibility Criteria

  • Criteria to receive funding for a project or program include:
    • Applicant has articulated and demonstrated an appropriate use of the funding in accordance with the stated purpose of the ARPA guidance and Greene County criteria
    • Applicant has the ability to reconcile, monitor, and report the use of federal funds associated with the COVID-19 pandemic. Documentation will be required to show a relationship between the proposed expenses and the COVID-19 pandemic.
    • Applicant agrees to the accountability of accepting and using the GC-ARPA-NGP with appropriate financial document and fiscal oversight.
    • Physical location of the program must be within Greene County limits and serve Greene County residents
    • The project must be self-sustaining
    • Organization must be a nonprofit, in good standing (charitable organizations, trade associations, social clubs, etc.), that serves citizens within the community and has 500 or fewer employees.
    • Faith-based organizations that provide goods, services, or accommodations offered generally to the public (e.g., a restaurant or thrift store)
    • Has been in active operation since 2020 (including the entire calendar year 2020)
    • No outstanding tax liens or judgements, excluding 2021 property taxes

Eligible Organizations

GC-ARPA-NPG is designed to support organizations, programs, and activities that benefit Greene County residents. Organizations eligible to apply include nonprofits that are corporations, associations, agencies, or faith-based with a 501(c)(3) or 501(c)(6) nonprofit status under the Internal Revenue Service Code. For-profit entities and individuals are not eligible.

  • Eligible organizations shall meet the requirements below:
    • Organization must be a nonprofit in good standing (must certify the organization doesn’t owe back taxes), that serves citizens within the community and has 500 or fewer employees.
    • Faith-based organizations that receive grant proceeds: these requirements apply to goods, services, or accommodations offered generally to the public (e.g., a restaurant or thrift store)
    • Physical location of the program must be within Greene County limits and serve Greene County residents
    • Has been in active operation since 2020 (including the entire calendar year 2020)
    • No outstanding tax liens or judgements, excluding 2021 property taxes

Ineligible Organizations

  • For-profit businesses
  • Schools and public agencies that would supplant tax-supported, mandated services
  • Nonprofits engaged in illegal activities under federal, state, or local laws
  • Nonprofits otherwise prohibited by federal or Ohio laws
  • Nonprofits ineligible or precluded to receive federal or State of Ohio funding due to federal laws (including but not limited to the ARPA Act) or Ohio laws
  • Owners or partners currently undergoing bankruptcy proceedings
  • Governmental entities
  • Nonprofits with the following concerns:
    • Real estate holding businesses
    • “Side gig” or “hobby” businesses (not your primary source of income)
    • Gambling businesses, including casinos, racing operations or other activities whose purpose involves gambling.
    • Lobbying organizations and political organizations subject to Internal Revenue Code 527
    • Sexually Oriented Businesses (live performances, product sales, items or materials)
    • Pawn Shops, Pawn Broker, Secondhand Goods Dealer
