Agencies that have the ability and capacity to provide services to persons living with HIV/AIDS within Allegheny, Armstrong, Beaver, Butler, Cambria, Fayette, Greene, Indiana, Somerset, Washington, and/or Westmoreland are encouraged to apply.
Funding is available for the following:
- Ryan White eligible services
- Ryan White Emerging Communities
- Housing Opportunities for Persons with AIDS (HOPWA) – State and City
The Pennsylvania Department of Health through Jewish Healthcare Foundation as the Lead Agency will provide state and Federal funding for the following:
- Care and supportive services to persons living with or affected by HIV (Ryan White eligible services)
- Services to prevent homelessness and provide a continuum of housing for persons living with or affected by HIV
Eligibility Criteria
- Applicant must either be a not-for-profit 501(c)(3) organization, or a for-profit organization able to provide documentation that the Applicant is the only available provider of quality HIV care in the area. All for-profit proposals require prior approval from the Pennsylvania Department of Health.
- Applicant can have no record of unsatisfactory performance. Applicant must not be presently debarred, suspended, proposed for debarment, or declared ineligible or voluntarily excluded from participation in this transaction by any local, state, or federal department or agency.
- Applicant must have the ability to maintain adequate files and records to meet reporting requirements. This includes having reliable computer systems with the capacity to host CAREWare.
- Applicant must have the administrative and fiscal capability to provide and manage the proposed services on a reimbursement basis and ensure that adequate documentation related to the services can be provided.
- Applicant must demonstrate the capability to perform all elements of the proposed scope of work and have the capacity to enter a Subgrant Agreement with JHF.
- Applicant must possess the appropriate licenses and certifications issued by the Commonwealth of Pennsylvania, if required based on the services proposed.
- Applicant must be legally authorized to conduct business in Pennsylvania and must have established administrative and programmatic resources to provide services within the 11- county region of Southwestern Pennsylvania.
