This RFA is intended for community-based organizations and other social organizations.
It is the State’s intention to support projects that reduce substance-related morbidity and mortality by optimizing services for people who use drugs, whether new or existing projects, as specified in this RFA, from an Agreement between the selected Applicant and the State.
The Center’s strategic goal is to reduce substance-related morbidity and mortality by optimizing services for people who use drugs. In this case, morbidity is defined as having symptoms of disease or illness and mortality is defined as death. The Center’s vision is a Maryland where people who use drugs have access to compassionate, quality care that is free from stigma; services are low-barrier, community-based, and comprehensive; and experiences of past trauma, criminal legal involvement, and racism do not determine one’s health outcomes or quality of life.
CHRS expects all ACCESS grantees will deliver services for people who use drugs using a harm reduction framework and approach. CHRS supports organizations and coordinates training through the Center’s technical assistance partners as needed to help grantees adopt or develop services within a harm reduction framework. CHRS sees the following as critical characteristics of harm reduction service planning and delivery:
- Prioritizes highly impacted populations
- Prioritizes racial and gender equity
- Delivers client-centered and low-barrier services
- Tailors strategies to the geographic area
- Fits into a continuum of services for people who use drugs
- Responds to emerging needs
- Addresses social determinants of health
- Delivers services in a culturally competent manner
- Employs and supports people with lived experience of substance use in leadership and service delivery roles
- Continuously and strategically incorporates the feedback of people with lived experience of substance use
Grant Period
- The funding period will be July 1, 2022 – June 30, 2023, with an optional extension period of July 1, 2023 – June 30, 2024.
