Virginia’s Child Care Stabilization Grant Program is designed to:
- Stabilize child care programs now;
- Support providers to make strategic investments in their programs;
- Target higher rates of support to providers located in or serving communities hit hardest by the pandemic; and
- Encourage participation in the Child Care Subsidy Program. Eligible providers must apply, even if you have received grant funds before. This is a new program which requires a new application
The Child Care Stabilization Grant Program was authorized by Congress through the American Rescue Plan Act (ARPA). States received funding to provide direct assistance to eligible child care providers to support their financial stability and offset unexpected costs associated with the pandemic.
Virginia’s program is designed to help stabilize providers now, support them to make strategic investments in their programs, and incentivize and reward participation in the Child Care Subsidy Program, with an overall emphasis on directing higher rates of support to programs who need it most.
The Virginia Department of Education (VDOE) is carrying out the Child Care Stabilization Grant Program in partnership with the Virginia Early Childhood Foundation (VECF). VDOE team members will review applications to verify eligibility and tax information and approve applications for payment. VECF will issue payments to providers via check or direct deposit at the direction of VDOE.
Eligibility Criteria
Under federal law, providers must meet one of the following eligibility criteria to qualify for a Child Care Stabilization Grant:
- Are an approved Child Care Subsidy Vendor, regardless of initial date of licensure or registration.
- Were licensed, registered, or regulated on or before March 11, 2021. In Virginia, this includes:
- Licensed family day homes and child day centers
- Religious-exempt child day centers
- Certified preschools
- Voluntarily registered family day homes
- Family day homes approved by a licensed family day system
- Family day homes approved by local ordinance
