Details:

The mission of the Cultural Arts Commission is to support arts and culture within the City of Plano by encouraging innovation in diverse programming, education, and community outreach.

The following goals have been set forth by the Commission in support of their overarching Mission:

  • Encourage recognition of Plano as an arts destination
  • Encourage awareness of the arts in underserved communities
  • Encourage art initiatives and events that enrich Plano’s multicultural communities
  • Encourage community outreach and education and participation in the arts.

The City of Plano sponsors three (3) types of Arts & Events Grants which follow the Hotel Occupancy Tax Code parameters as well as other federal, state, and municipal requirements:

  • Small Arts Grants of no more than $2,500 to organizations for their projects held within the City of Plano. No more than four (4) Small Arts Grants will be approved in a single budget year, and only one (1) award per organization will be awarded. After two years of funding, an organization must acquire 501(c)(3) status to be considered for the third year.
  • Major Arts Grants to non-profit organizations for use on their events, productions, or exhibits held within the City of Plano.
  • Special Events Grants to non-profit organizations for events and celebrations located anywhere within the City of Plano held in a pedestrian-oriented environment or densely populated geographic areas.

Grant Period

October 2024 through September 2025.

Eligibility Criteria 

All organizations applying to receive Arts and Events Grants funding must meet ALL of the following criteria prior to and throughout the funding period.

  • Federally tax-exempt under section 501(c)(3) of the Internal Revenue code (exception for Small Arts Grant applicants)
  • Registered with the Texas Secretary of State as an existing nonprofit confirming the entity’s existence or authority to transact business in Texas
  • Perform or operate at least two-thirds of its events and/or programming open to the community-at-large and open to the public (i.e., must have an audience) within the City of Plano. This is subject to venue capacity, capabilities, and availability that fits the parameters of the producing organization’s performance needs.
    • If unable to maintain the two-thirds requirement the organization must maintain a principal office or primary facility within the City of Plano as officially registered with the Texas Secretary of State, or alternatively, maintain a commercial space within the City of Plano, which can be substantiated by providing a current utility bill as proof. Documentation will be required at pre-qualification for any event and/or programming not meeting the above criteria.
  • Promote the City of Plano in at least one of the following three ways:
    • City of Plano included in the organization name
    • Stated Plano-connected purpose in the organization’s bylaws or articles of incorporation.
    • Plano-focused event(s) such as a festival held within the city
  • Have a main purpose that meets the mission of the Cultural Arts Commission as stated in the Grant Manual
  • Have an active Board of Directors or planning committee with either (a) three (3) members who reside or work in Plano, or (b) one-third of its members reside or work in Plano
  • Have at least a 24-month history of continuous, stable programming (exception for Small Arts Grant applicants)
  • Have programming, administrative practices, and board membership which do not discriminate on the basis of race, color, national origin, sex, or disability, etc.
  • If previously funded by the City of Plano, all obligations must be fulfilled per the contract and the criteria outlined in the grant manual
  • Organizations must operate in accordance with applicable local, state, and federal laws, regulations, and requirements.
