2024-2025 Facade & Property Enhancement Grant (Illinois)

The Façade & Property Enhancement grant will encourage improvement to dated or deteriorated existing facades or site conditions on commercial buildings in certain commercially zoned districts outside the downtown (includes C-2 & C-3), and will offer matching grants up to $25,000.

Details:

Projects are intended to enhance the property, and may not be only maintenance in nature. Projects approved for funding will have 12 months for completion.

Funding Information

Up to $5,000 of the award may apply to design and professional service costs.

Eligible Uses 

Improvements must be visible from an arterial roadway. Potential uses may include, without limitation; front wall improvements, doors, windows, decorative elements, landscaping, sidewalks, pavement, new permanent outdoor dining area, signage, awnings, lighting, trash enclosures or other elements deemed necessary to support the project. Such individual elements can only be considered as part of a larger exterior improvement effort, not just replacements or maintenance.

Limitations

  • Property must be located within the C-2 Downtown Community Commercial or C-3 General Commercial zoning districts;
  • Structure must present dated or deteriorated existing facades or site conditions;
  • Structure must be a commercial building, or the structure must contain first floor commercial uses;
  • Proposed improvements must be visible from an arterial roadway;
  • Project should align with the goals of the Village’s Comprehensive Plan, South Milwaukee Avenue Corridor Plan (if applicable), and other guiding documents.
  • Awards may be granted to either the business or property owner. The awarded business may be existing or new, but must hold a minimum 5-year lease term from date of award if the space is not owner-occupied.
  • Property owner or business may not be identified as not-for-profit.
  • A business plan must be submitted together with the grant application. Referral to a counselor of the IL Small Business Development Center (SBDC) at CLC to develop a business or marketing plan may be condition of award.
