This NOFA only applies to developments located within the City of St. Louis. Bonus points will be awarded for developing CDA-assisted and Land Reutilization Authority (LRA) owned properties.
Funding Information
The CDA Spring 2024 Permanent Supportive Housing NOFA hereby announces the availability of up to $9,668,557 in HOME-American Rescue Plan Funds (HOME-ARP) for the production and preservation of permanent supportive housing serving one or more of the HOME-ARP qualifying populations. Funding is available for both housing development and supportive services through this NOFA.
Eligibility Criteria
Private builders, developers, nonprofits and supportive service providers are eligible to apply for HOME-ARP funding. Applicants must demonstrate that they have appropriate experience and sufficient financial capacity for the proposed project. All applicants must have a Unique Entity ID (UEI) with SAM.gov or proof of registration.
The following entities are ineligible:
- Those on state/Federal debarment lists.
- Entities that have failed to pay City income and/or property taxes in previous years.
- Those without a valid City business license or exemption letter.
- Those who have defaulted on a previous CDA loan, including tax credit bridge loans.
