Eligible projects range from general planning, planning, and constructing projects on Federal‐ aid highways, bridge projects, pedestrian and bicycle infrastructure, and transit capital projects.
The funding awarded will be available either from the Oregon Department of Transportation (ODOT), as federal or state funds, or directly from the Cowlitz‐Wahkiakum Council of Governments (CWCOG) as state funds.
Funding Information
The 2024 STBG allocations is $24,098, respectively. This call for projects will award STBG funds to projects up to $78,415.
Screening Criteria
In order to be eligible for STBG funding, a project must meet the minimum criteria outlined in this section. The criteria below follow federal and state funding requirements. Projects that do not meet these criteria will not be considered for funding.
- Submission must include a completed CWCOG application form and vicinity map. Other documents such as a detailed cost estimate, photos, maps, and/or conceptual designs are recommended, but not required.
- Project must be consistent with the goals and policies of the Metropolitan and Regional Transportation Plan.
- Project must be located on a road functionally classified as equal or higher than rural minor collectors (bicycle and pedestrian projects can be located on any public roadway or off‐road trail) when accessing funds through the federal‐aid process.
- Project must be located on a public highway, road, or street when accessing funds through the state fund exchange including funds provided directly from the CWCOG.
- Project must be locally administered. By submitting a project for STBG funding, the municipality or local government entity is committing funds to sponsor said project. The applicant (if awarded) shall be responsible for reporting requirements associated with the funding. The local government may also be required to make progress reports, when requested, to CWCOG.
- Project proposal includes a minimum local match of 10.27 percent of the total project cost when accessing funding through the federal‐aid process. Agencies that receive STBG funding are responsible for providing the required matching funds. No matching funds are required for funding accessed through the state fund exchange including directly from the CWCOG.
