These funds are designated to support projects that provide decent housing, create suitable living environments, and expand economic opportunities, particularly for low to moderate-income individuals and communities.
The County seeks applications from eligible entities, including cities and nonprofit organizations, capable of delivering public services or capital improvement projects that align with the goals outlined in the County’s HUD Five-Year Consolidated Plan.
For the 2025-26 Program Year, beginning on July 1, 2025, the County anticipates receiving approximately $2.6 million in CDBG funds. These funds are available for use in Participating Cities under the County’s CDBG program. To be eligible, projects must meet one of the three HUD national objectives:
- Benefit low- to moderate-income persons.
- Address or eliminate slums and blight.
- Address urgent community needs, such as natural disasters.
The following cities and surrounding communities are part of the County’s CDBG Participating Cities Program: Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, and Yucca Valley.
Applicants from these cities are encouraged to apply for funding. Examples of eligible activities include:
- Public Service Activities: such as senior services, health services, legal services, and employment training.
- Capital Improvement Projects: including infrastructure improvements, neighborhood facilities, and special needs facilities.
