This grant opportunity will be awarded through a competitive application process under Michigan Public Act (P.A.) 15 of 2025, Section 32n. P.A. 15 of 2025, Section 32n(2), allocates $75 million to provide and expand access to before-school, after-school, before-and-after-school, and/or summer programming to children and youth in any of grades K to 12. Programs must incorporate core subject areas, including, but not limited to, mathematics, reading, and science. OST programs must provide program implementation data, including enrollment and demographic information, to evaluate the program as determined by the MiLEAP-OST Team.
Eligibility Criteria
An eligible applicant must be a community-based organization that is exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code, 26 USC 501, a religious-based institution, a federally recognized tribal nation, an institution of higher education, a public library, a local government, or an intermediate district. An eligible applicant must be a licensed child care organization (for before/after-school, school-age program; or hold a camp license), an entity that has an active application to be a licensed child care organization, or an exempt entity from child care licensing by the State of Michigan Licensing Bureau 1973 PA 116, MCL 722.111 to 722.128. Upon award, programs with an active child care or camp licensing application must complete the process before the entity starts service and funds will be released. Upon completion, the entity must submit a copy of the approved license to the MiLEAP-OST Team.
An eligible applicant must also meet all of the following, at a minimum:
- At least 50 days of program services during the school year for at least 15 students daily 1 hour before school, or a minimum of 2 hours after-school, or 3 hours for both (before-and-after-school), and/or at least 4 hours per day for a minimum of 24 days during the summer for at least 15 students daily.
- These programs must be used to support expanded learning opportunities, including, but not limited to, mentoring, leadership, community engagement, agriculture, visual and performing arts, financial literacy, STEM (science, technology, engineering, mathematics), health and wellness, physical fitness, recreation, career and college exploration, youth voice, conflict resolution, 21st century skills, and social engagement programming.
- For programming that is offered by a licensed child care organization, be provided to children in a manner in which the youth are physically present at the building or location for which the licensed child care organization received its license under 1973 PA 116, MCL 722.111 to 722.128, or, for programming that is offered by an exempt entity, be provided to youth in a manner in which the children are physically present at a building or location designated by the exempt entity.
- Provide educational programming in core subject areas, including, but not limited to, mathematics, reading/literacy, and science.
- Address measurable goals, including, but not limited to, improved school attendance, academic skill development and retention, improved positive behaviors, higher education aspirations, and improved family engagement, and include activities linked to research or quality practices.
- Provide program-specific data to evaluate the program in a form and manner as prescribed by the department. This may include, but is not limited to, enrollment data, attendance data, student demographic data, parent/guardian feedback surveys, student and staff surveys, and financial spending for grant implementation.
