This competitive grant process is to assist early learning and child care providers to remodel, purchase, or construct early learning facilities and classrooms to create more early learning opportunities for children from income-qualified households.
Awarded grant funds are available during the two-year state funding cycle (biennium) in which they have been awarded.
Eligible Costs
- Design, architectural, and engineering work
- Building permits and associated fees
- Archaeological and historical review
- Demolition and site preparation.
Eligibility Criteria
To be eligible to apply for an ELF grant, applicants must be one of the organizations listed:
- Early childhood education and assistance program providers (ECEAP contractors and/or subcontractors);
- Working connections child care providers who receive, or intend to receive, state subsidies from eligible families;
- Licensed early learning facilities not currently participating in the early childhood education and assistance program (ECEAP contractors or subcontractors), but intending to do so;
- Developers of housing and community facilities;
- Community and technical colleges;
- Educational service districts;
- Local governments;
- Federally recognized tribes in the state;
- Religiously affiliated entities;
- Public school districts
- Tribal Compact Schools.
