The Transitional Living Program (TLP) offers street-based outreach, shelter, and comprehensive supportive services to youth ages 16 through 21 for up to 18 months, with possible extensions to 21 months under special circumstances.
Youth who participate must meet one or more criteria such as having run away or left home without parental permission, being forced to leave home, lacking a safe living situation with a guardian or relative, having no safe alternative living arrangements, or being homeless or at risk of homelessness.
Beyond providing shelter, TLPs deliver a range of services that help youth transition to self-sufficiency and stable, independent living. The program expects youth to make progress in four key outcome areas: securing safe and stable housing, advancing education or employment, developing permanent connections, and improving social and emotional well-being.
The grant offers funding with an estimated total program budget of over $23 million. Award amounts range from $100,000 to $350,000 for a grant period of three years.
Eligible applicants include independent school districts, county and city governments, public housing authorities, Native American tribal governments and organizations, state governments, nonprofits both with and without 501(c)(3) status (excluding institutions of higher education), special district governments, and private institutions of higher education.
