The Community Development Block Grant (CDBG) program is a federal program administered by the Department of Housing and Urban Development (HUD). Community Development Block Grants Program provides grants to cities and counties to develop viable urban communities through the provision of decent housing, a suitable living environment and by expanding economic opportunities for low- and moderate-income persons.
The Consolidated Plan identifies the following goals for the five-year period:

- Priority 2: Address, prevent, and reduce homelessness
- Priority 3: Provide fair housing services to residents of Carlsbad
