Grants are to be awarded for activities that:
- Are mission focused
- Foster excellence, cultural equity and diversity of arts and culture in Arlington County
- Have significant impact on the community or meet a need in the County
- Result in distinctive, high quality, and meaningful cultural experiences in Arlington County.

The GOS program is made up of four categories:
- Placemaking Anchor Operating Support Grants
- General Operating Support I
- General Operating Support II
- Folk, Cultural Heritage & Traditional Arts Operating Support Grant.
Grant Period
The grant period for this award is July 1, 2025 to June 30, 2026.
Eligibility Criteria
In addition to the guidelines specific to each grant category, all organizations must:
- Produce a program of cultural and artistic activities that are consistent with the mission of the organization. The core mission of the organization must be the creation, exhibition, presentation, production, or performance of and/or education in an arts discipline, and it operates as a stand-alone nonprofit arts organization
- Be certified as a 501(c)3 nonprofit by the IRS or have Fiscal Sponsorship of a certified501(c)3 and follow all Virginia and Federal Guidelines as a nonprofit organization
- Have a physical street address in Arlington County as shown on the organization’s most recently filed IRS Form 990 or 990 EZ, or on its most recently filed MISC 1099 if the organization is under Fiscal Sponsorship. PO Boxes are not accepted. Organizations may not use 3700 South Four Mile Run Drive (Cultural Affairs) as their address
- Have a current Arlington County Business License
- Have filed an IRS Form 990 or 990 EZ with the IRS for its most recent fiscal year. IRS 990 e-postcards are not accepted
- Have complied with all requirements and conditions imposed by the Commission in the last grant period for which it received funding
- An organization must be in compliance with all local, state, and federal laws
- Organization must provide their most recent board approved budget
- An organization must have independently prepared financial statements such as an audit or a treasurer’s report (audit required for organizations with expenses of $750,000 and above).
