Funding Objectives
Projects, initiatives, and/or activities selected to receive an allocation from opioid settlement funds shall meet some or all the following objectives:
- Filling substance use prevention, treatment, and recovery gaps within Saint Francois County, addressing unmet substance use prevention needs.
- Supporting progressive, sustainable resources for the prevention of substance use disorders.
- Supporting local substance use treatment and recovery services and organizations.
- Supporting people in recovery from opioid use disorder (“OUD”) and any co-occurring substance use disorder (“SUD”)/mental health (“MH”) conditions, through evidence-based or evidence-informed programs or strategies.
- Supporting connections to care for people who have – or are at risk of developing – OUD and any co-occurring SUD/MH conditions, through evidence-based or evidence-informed programs or strategies.
- Supporting efforts to address the needs of person with OUD and any co-occurring SUD/MH conditions who are involved in, at risk of becoming involved in, or transitioning out of the criminal justice system through evidence-based or evidence-informed programs or strategies.
- Supporting efforts to address the needs of pregnant or parenting women with OUD and any co-occurring SUD/MH conditions, as well as the needs of their families, including babies with neonatal abstinence syndrome (“NAS”), through evidence-based or evidence informed programs or strategies.
- Promoting evidence-based education targeted toward youth and families, including general community educational efforts and outreach.
- Increasing data collection and dissemination to promote evidence-based approaches to substance use prevention, education, treatment, and recovery.
- Combining funded initiatives with low and no-cost treatment, prevention, and education strategies.
Funding Information
The County has appropriated $350,000.00 of the Opioid Settlement Funds to be awarded.
Grant Period
The funding period shall be from July 1, 2025 through June 30, 2026.
Funding Limitations
- Funding must correlate to the approved uses for (i) treatment, (ii) prevention, and/or (iii) education which was developed based upon the award language contained in the lawsuits.
- Funding must be utilized for services or initiatives occurring in and directly benefiting the County. Funds cannot be utilized for patient visits, clients, services, organizations, or initiatives occurring outside of the County.
- All funding is a one-time award and shall be on a reimbursement basis. Funding requests for reoccurring funding shall not be accepted. Documentation for reimbursement shall include but not be limited to invoice, receipt, cancelled check, bank statement, credit card statement, and paycheck stubs.
- A reimbursement form will be made available upon award.
- Reimbursements may be submitted up to twice per month but shall be submitted at a minimum quarterly.
- All funding awarded that is not expended and reimbursed in the specified award period shall be forfeited.
