Details:

The Quality of Life Grant Program empowers community-driven projects that advance BCIC’s strategic goals by enhancing public spaces and wellness, fostering cultural and recreational vibrancy, supporting downtown revitalization, and strengthening collaborative partnerships. The program provides financial resources to initiatives that align with the 2025 – 2029 Strategic Plan by:

  • Expanding parks, trails, and green infrastructure.
  • Activating public spaces through placemaking, cultural events, and community engagement.
  • Supporting public art and historic preservation to strengthen identity and tourism.
  • Fostering partnerships and non-profit collaborations that promote equity, relief, and community well-being.

Funding Information

These grant payouts would be a 50/50 match up to $25,000.

Eligible Activities

The FY2026 Quality of Life Grant Program supports a broad range of activities designed to enhance the well-being of Brownsville residents by promoting economic, cultural, and social development. The following activities are eligible for funding, and priority will be given to projects that align with the goals outlined in the 2025-2029 Brownsville Community Improvement Corporation Strategic Plan.

  • Community Infrastructure & Beautification – Projects that strengthen connections to public spaces, revitalize underserved areas, and foster community pride.
  • Technology & Innovation – Projects that expand Brownsville’s digital capacity and support long-term economic sustainability through innovation.
  • Recreational & Sports Facilities – Projects that expand access to recreation, wellness, and regional visibility.
  • Health & Wellness Initiatives – Projects that increase access to health and wellness resources and promote long-term well-being.
  • Safety & Accessibility Improvements – Projects that enhance safety, mobility, and inclusivity in public spaces.
  • Environmental Sustainability – Projects that promote green infrastructure and reduce the city’s ecological footprint.
  • Destination Retail & Entertainment – Public infrastructure and amenities that complement retail and tourism, but do not fund direct private build-outs.
  • Education & Skill Development – Projects that expand learning, training, and workforce readiness opportunities.

Eligibility Criteria

The project must:

  • Be located within the Brownsville city limits and must be open and accessible to the public at-large without exclusive memberships.
  • Address the purpose of the program and be aligned with BCIC’s mission.
  • Serve a high percentage of Brownsville’s residents and visitors.
  • Projects must be for public use or otherwise meet the definition of “Project” as that term is defined by Texas Local Government Code, Title 12, Chapters 501-505, specifically §501.101
  • The Project must illustrate how the Texas Local Government Code §§ 501.101 eligibility requirements are being met.
  • The applicant must have conducted business within the Brownsville city limits for a minimum of two (2) years. Certain economic development projects may be excluded from this requirement.
  • The applicant can be an organization that has a federal non-profit status, for-profit businesses, or local and county municipalities. Individuals and churches do not qualify.
  • Be self-sustainable and maintained properly once completed.
  • Multi-Phase projects will only be considered if each phase is independently usable and fundable.
  • Be shovel-ready, meaning the project has completed all architectural/engineering plans, has bids and pricing, etc.
  • Projects must be well-planned with stated goals, objectives, and evaluation measures that demonstrate the impact on the community.
