Details:
Library Capital Improvement Program (LCIP) grants will be awarded to acquire, construct, or rehabilitate library facilities operated by governmental units to fund up to 50% of eligible capital costs.
Priorities
- Priority is given to library facilities listed on local, state, or federal registers of historic places and those located in distressed or rural areas.
- To properties located in a designated rural county, as determined by WA State Office of Financial Management to have a population density less than 100 persons per square mile or counties smaller than 225 square miles,
- To properties listed on local, state or federal historic registries.
- Projects ready for construction in the 2027-2029 biennium.
Funding Information
- Program committee will recommend award of up to $10 million.
- Maximum Grant request per project is $2 million.
Eligible Projects
Capital Budget funds may generally be used to pay for the following construction-related expenses:
- Design, architectural, and engineering work;
- Building permits/fees;
- Archaeological/historical review;
- Construction labor and materials;
- Demolition/site preparation;
- Capitalized equipment;
- Information technology infrastructure (cables and wiring);
- Construction management (from external sources only)
- Initial furnishings
- Real property when purchased specifically for the project, and associated costs.
Eligibility Criteria
All applicants must agree to the following eligibility standards at the time the application is submitted:
- Agree to enter the LEED certification process on construction or renovation projects 5000 sq.ft.or over.
- Agree to pay state prevailing wages as of the date the budget becomes effective;
- Start the acquisition process or have control of the project site via ownership or executed long-term lease (10 years)
- Be able to document approval of benefiting public library for proposed project.
