The Community Development Fund provides grants through a combination of federal, state and local sources.
The Community Development Fund is an annual competitive grant comprised of a combination of federal, state, and local sources:
- Federal Community Development Block Grant (CDBG)
- Federal Community Services Block Grant (CSBG)
- Community Services Block Grant – Temporary Assistance for Needy Families (CSBG-TANF)
- Arlington County’s Affordable Housing Investment Fund, Housing Services (AHIF Services).
Funding Information
- Public Service Programs ($35,000 – $50,000): Due to caps on the amount of funding that can be awarded to “public service programs” imposed by certain Community Development Fund funding sources, there is a limit in the amount that organizations can request for these programs. For this NOFA, a public service is defined as an activity that provides social services to low and moderate-income individuals and/or households. Eligible public service projects may include eviction and homelessness prevention, job training, health-related programs, youth and senior programs that serve low- and moderate-income residents, immigration legal services and other programs that do not involve housing development, improvements to physical structures or economic development. Please note that resident services programs offered at one or a few apartment communities are considered public services; however, these programs are only eligible to receive AHF Services funding and may not reapply for funding once the initial two-year grant period is over. Organizations proposing these types of programs may request between $35,000 and $50,000.
- Housing and Economic Development Programs ($35,000 – $100,000): Housing development, homeownership counseling that leads to property acquisition, rental and owner housing rehabilitation, certain economic development programs, and business development.
Grant Period
Grants will be awarded for one year, beginning July 1, 2026 through June 30, 2027.
Eligibility Criteria
- Eligible organizations must be nonprofit 501(c)(3) agencies serving Arlington residents.
- Organizations may be based in other jurisdictions, provided that the proposed project benefits eligible Arlington County residents.
- Projects MUST principally benefit low- and moderate-income persons. Clients that ARE NOT low- or moderate-income cannot benefit from these restricted federal and local funds. Subrecipients will be required to document income eligibility and capture demographic data (ethnicity, income, family composition, other traits, etc.) of clients served. “Open” beneficiary programs that cannot accurately and realistically demonstrate demographic and income data of clientele served will NOT BE CONSIDERED.
- Activities must be delivered from a location that is accessible to all potential beneficiaries (Americans with Disabilities Act and Section 504 compliant) or an alternative means of service delivery to people with disabilities must be identified. County staff may visit the proposed service delivery site to determine accessibility as part of the proposal evaluation process.
- If projects are sponsored by faith-based organizations, outreach efforts and service delivery must be conducted regardless of program beneficiary affiliation. Programs cannot be marketed exclusively to members of the sponsoring organization’s religious affiliation or denomination.
- All non-personnel and capital costs must be procured according to federal or local regulations during the program year prior to purchase.
