Types of Program
- Basic Infrastructure
- The Basic Infrastructure program is designed to assist communities in complying with environmental quality standards, protecting public health from other environmental concerns or improving the capacity of existing infrastructure. Funds may be also used to address infrastructure that has exceeded its useful life and no longer provides quality services.
- Economic Infrastructure
- Through the Economic Infrastructure program, funding will help build or enhance local infrastructure to support economic development that will create and retain jobs as well as boost opportunities for future economic impact. Reliable infrastructure benefits both new and existing businesses and puts communities in a position to attract additional investment that will contribute to long-term community sustainability.
Priorities
- Basic Infrastructure Priorities:
- Provide a regional solution that will lead to greater system viability.
- Resolve Consent Orders, unsatisfactory ratings, or emergencies.
- Improve water quality or resolve other emerging health and environmental issues.
- Address aging infrastructure, improve other services, or increase capacity for existing and new customers.
- Economic Infrastructure Priorities:
- Support new jobs and capital investment. Provide timeframe for benefits.
- Contribute to the area’s economic competitiveness through projects that expand system capacity to help existing businesses create or retain jobs or to accommodate reasonable growth.
- Support development of publicly owned industrial sites or industrial parks.
- Serve other publicly owned properties with demonstrated potential to create or retain jobs and private investment.

Up to $1,500,000.
Eligibility Criteria
- Local governments, special purpose and public service districts, and public works commissions may apply for RIA grants.
- Not-for-profit water/sewer companies are not eligible applicants, but may be assisted with RIA funds if the local government being served by the project serves as the applicant.
- Basic & Economic Infrastructure Grant: Assistance is available for a variety of water, waste water and storm water drainage construction activities. While RIA often prioritizes upgrades and improvements of existing infrastructure, extensions of lines and new construction activities also are eligible.
