Goals and Objectives
- Category 1 Goal: Enhance public safety by reducing recidivism and supporting long-term success of individuals leaving incarceration through individualized case planning and comprehensive transitional outcomes-based contracts for reentry support services.

Procurement structuring and contract managing between governments and non-government service providers will include delineation of outcome measures, types of metrics, baseline metrics and benchmarks, incentives, penalties, and payment models.
- Category 2: Performance-based and Outcomes-based Contracting for Reentry Housing
- Category 2 will enhance or establish performance-based and outcomes-based contracts to provide reentry housing to individuals leaving incarceration.
