The Colorado Department of Public Health and Environment is seeking applications for the Per-and polyfluoroalkyl substances (PFAS) Grant Program (Program) to assist in minimizing risk to the public from certain hazardous substances.

Details:

The Program provides funding to support efforts in identifying, assessing, and reducing environmental impacts of PFAS on human health and the environment.

Colorado faces an emerging public health challenge from a group of chemicals called per-and polyfluoroalkyl substances (PFAS). PFAS from firefighting foam, personal products, and other sources can potentially contaminate water supplies including groundwater and surface water posing risks to drinking water and the environment. These chemicals have created a health challenge requiring a proactive approach to avoid future contamination and ensure safe drinking water for all Coloradans.

The PFAS Grant Program, provides funding opportunities to eligible entities through three (3) project categories:

  • Sampling – standard sampling and Independent Environmental Studies
  • Emergency Assistance – to communities and water systems affected by PFAS
  • Infrastructure – water system infrastructure for treatment of PFAS and upstream prevention/reduction of PFAS sources.

Grant Categories

The PFAS Grant Program has three project categories:

Sampling

The Sampling Category provides Eligible Entities financial assistance in the sampling, assessment, and investigation of PFAS in groundwater and surface water to identify PFAS contamination in drinking water and the environment. With the exception of non-profit educational institutions for the research of PFAS. Eligible Entities may request assistance with sampling, assessment, and investigation through the application procedures prescribed in this RFA.

Eligible Entities

  • Governmental agencies
  • Tribes
  • Public water systems, water and sanitation districts, water districts, improvement districts, counties representing unincorporated areas
  • Private not-for-profit public water systems
  • Counties on behalf of private landowners
  • Not-for-profit watershed groups
  • Domestic Wastewater Treatment Works are eligible to apply for grant funds for sampling to:
    • Develop a sampling/monitoring plan
    • Support monthly monitoring efforts.

Emergency Assistance

Funding for Emergency Assistance projects will be provided to communities and water systems affected by PFAS at the discretion of the Department on a case by case basis. If the entity is awarded $100,000.00 or more in project funding the entity is required to submit a detailed project plan and budget prior to the award and coordinate quarterly meetings with CDPHE staff. This approach will require the following:

  • Detailed Fiscal Budget
  • Project Plan
  • Submission of any previous PFAS sampling results

Eligible Entities for Emergency Assistance

  • Communities and water systems are eligible for financial assistance under this category.
  • Governmental agencies and Tribal governments are eligible for financial assistance under this category.
  • Requirements to be Eligible- To be eligible for financial assistance under this category, the project must meet the following criteria:
    • Elevated levels of PFAS above the current EPA health advisory
    • The release of PFAS poses an immediate threat to public health and/or the environment

Infrastructure

The Infrastructure Category provides Eligible Entities financial assistance for the planning, design, and construction of public water systems infrastructure used for the treatment of identified PFAS. In addition, PFAS prevention projects to minimize future infrastructure will also be funded under this category.

The general eligible entities for the PFAS grant program are listed below; a more detailed list can be found in the Request for Applications:

  • Governmental agencies

  • Public water systems
  • Private not-for-profit public water systems
  • Counties or local health departments
  • Fire Departments
  • Not-for-profit Non-governmental organizations
  • Domestic Wastewater Treatment Works
  • Non-profit educational institutions
