Departments of the City of Waukegan shall be considered individual units of government for application purposes and are eligible to apply on their own behalf. This program is designed to fund particular projects in Waukegan that benefit Waukegan residents and will be undertaken by local organizations. CDBG funds are not intended to be used as a source of general operating funds for any organization, direct project cost only.
