The primary purpose of the federal entitlement funding is to benefit very low and low-moderate income people and areas with a majority concentration of very low and low-moderate income people. Families earning 80% of the area median income or less are considered “low-moderate income.”
The Chester County Department of Community Development (DCD) is seeking proposals from organizations for the following programs beginning on January 1, 2025:
Goals
The goals of this RFP are to:
- Address the needs of people experiencing homelessness, by promoting Housing First practices, providing low-income households and communities with housing and social services.
- Fund geographically accessible and impactful housing and public service activities informed by the needs of the Chester County Human Needs Network: and
- Support affordable housing development and community improvements that enhance the lives of Chester County residents.
Completing the Application
There are four separate applications:
- Community Services – Emergency shelter, community-based supportive services, permanent supportive housing services, and intensive long-term case management services. Recipients of Human Services Block Grant (HSBG) Homeless Assistance Program (HAP) funds should also use this application.
- Housing & Community Construction – Affordable housing development and public facility improvements that are eligible under the Community Development Block Grant (CDBG) and HOME Investment Partnerships.
- Public Works – Municipal infrastructure for CDBG eligible areas.
- Family Non-Congregate Shelter – New or expanded non-congregate shelter space for families experiencing homelessness.
