The fund offers two programs to support businesses and non-profit organizations located in or serving the SDFPOF service areas:
- Human Development
- Human development grants support new or expanded programs that create measurable improvements in workforce participation, small business growth, health, public safety, and educational outcomes within the service area. These grants are exclusively available to initiatives benefiting SDFPOF service area residents, requiring that at least 90% of the population served are residents of these designated areas.
- Each year, up to $200,000 is available to support transformative human development initiatives.
- Economic Development
- Economic development funding is focused on projects that create jobs, retain existing employment, and/or increase the area’s tax base. Awards are structured as a minimum of 75% loans and up to 25% grants, enabling sustainable economic growth in the community.
- All human development projects must align with one or more of the following goals:
- Increase workforce participation and readiness
- Stimulate small business activity and growth
- Improve health outcomes
- Improve public safety
- Improve educational outcomes.
Eligibility Criteria
- Human development
- Human development applicants, including their affiliates and subsidiaries, shall only be eligible for SDFPOF awards twice in any five-year period. Human development contracts shall only be awarded for new or expanded services to residents of the Service Area and shall only be used to pay for costs attributable to that new or expanded service. Funds shall not be awarded to persons or entities who have outstanding city liens or tax liens, who are party to a lawsuit against the City, who have filed for bankruptcy in the previous 5 years, who are currently in default under any other agreement with the City, or who have in the previous 5 years been party to a contract with the City that was terminated due to default.
