The Community Development Block Grant (CDBG) program provides annual grants to States, larger cities, and counties for a broad range of activities that preserve and develop viable urban communities. The program’s principal beneficiaries are persons of low and moderate income households. The goals of the program are to:
- Provide decent, safe and sanitary housing,
- Provide a suitable living environment, and to
- Expand economic opportunities
The three National Objectives require that activities must –
- Provide a benefit to low and moderate-income (LMI) persons;
- Prevent or eliminate slum or blight; OR
- Meet an urgent community need that threatens the health or welfare of residents.
Scope of work
Under this program, grant funds may be used to provide public services (including labor, supplies, materials and other costs), provided the public service is:
- A new service; or
- A quantifiable increase in the level of a service
Targeted public service activities (570.201(e)) include, but are not limited to:
- Childcare
- Youth Services
- Literacy Programs
- Education programs
- Fair housing activities
- Job training
- Services for the elderly
- Homeownership assistance, etc.
Funding Information
The allocation amount for 2023-2024 is $463,999 with a 15% percent cap (maximum of $69,599) to be expended on eligible public service activities. Grant maximum is $60,000. Funds are provided as a monthly reimbursable grant requiring grantee performance reports within course of one year.
Eligible Activities
CDBG funds may be used for a wide variety of activities that address the need for new or improved public improvements and facilities, economic development opportunities, improving the supply or condition of housing, and public services.
Eligible Applicants
Governmental agencies, private or public non-profit organizations, including institutions or higher education and private for-profit entities are eligible to apply.
