The City of Fairfax offers two grant options for human services nonprofits:
- Standard Nonprofit Grant: This competitive program funds nonprofits seeking to develop, expand, or enhance services for city residents in the areas of prevention, crisis intervention, long-term support, and human services.
- Mini-Grant: The Mini-Grants program provides funding through a competitive process for eligible nonprofits focused on capacity building or small-scale projects. The application requires basic details about the organization’s mission, project, budget, and two performance measures.
NPG Areas
Applicants are asked to define how the application’s proposed use of NPG funds addresses one or more of the following areas of need:
- Prevention and Self-Sufficiency Services focused on assisting individuals and families in becoming and/or remaining independent and stable; and providing tools, skills, strategies and resources to individuals and families. Examples include but are not limited to rental assistance, employment services, childcare services.
- Crisis Intervention and Diversion Services provided to individuals and families in crisis to overcome immediate problems and reduce or prevent the need for more restrictive and expensive higher-level services. Examples include, but are not limited to, homelessness prevention activities or substance use/mental health recovery activities linked to community stabilization.
- Long Term Support Services that focus on assisting individuals who have complex, continuing and/or long-term functional needs that assist an individual to remain healthy, safe, and independent in the community.
- Improved Quality of Human Services Services and opportunities provided to individuals, organizations, and communities to enhance the quality, accessibility, accountability, and coordination of services provided by community organizations. Examples include, but are not limited to, education, training and development programs, youth programs and services, after school programs, legal aid programs.

- Standard Nonprofit Grant
- Organizations may apply for a $10,001-$40,000 grant. For 2026, $180,000 is allocated.
- Mini-Grant
- Organizations may apply for a $5,000-$10,000 grant. For 2026, $20,000 is allocated.
Eligibility Criteria
The following is a list of organizational criteria applicants are required to meet to be eligible for consideration.
- Certify 501(c)3 status by the Internal Revenue Service at the time of submission of the application.
- Identify the specific documentation used to demonstrate that all awarded NPG funds were utilized to assist city residents.
- Organizations whose services have confidentiality requirements are not waived from this requirement. Inability to provide documentation necessary to establish individual participant’s city residency could end in forfeiture of NPG funds.
- Prove financial stability by providing the last three (3) years of IRS 990 forms and other financial documentation.
- Prove status of good standing with the Virginia State Corporation Commission at the time of submission and throughout the course of funding.
- Be in good standing with the City of Fairfax’s Commission of Revenue and Treasurer.
- Be in good standing with any licensure or credentialing requirements as defined by the State of
Virginia in connection to specific services provided by an organization, if applicable. - Subject to limited expectations, Virginia law prohibits localities from appropriating public funds
to organizations controlled in whole or in part by churches to include other houses of worship
such as temples, mosques, synagogues, etc., or it is not in whole or in part by a church (or other house of worship) or sectarian society; and the programs of such organizations do not discriminate based on, and are not otherwise contingent upon the religious affiliation of participants or those eligible to receive assistance. Furthermore, city grants may not be used for any religious purpose or activity including, but not limited to, religious worship, instruction, or proselytization.
