Respondents to this open call and grant should determine the most realistic and feasible use for funding, while recognizing the objective to maximize the sustainability of funds to address Grants Pass’ ongoing need for a temporary shelter.
The purpose of the grant is to support the operation of a temporary warming shelter. The Grant will act as a reimbursement or passthrough grant. Eligible requests will be actual needs of the proposed 2023 – 2024 warming shelter. Ineligible uses include consumables, uses not related to the 2023 – 2024 warming shelter, personnel costs, and/or administrative fees. Any item purchased with these grant funds that in the future is no longer used for unhoused services is required to be returned to City ownership.
The City intends to select provider teams that demonstrate experience in all aspects of operating temporary shelters, including staffing, training, financing, planning, outreach, security, and community relations. Respondents should describe how a proposed project would incorporate mechanisms to ensure the warming shelter’s success throughout the winter season.
The City intends to maximize these funds to address Grants Pass’ ongoing need for an emergency shelter. Requests for funds that support long-term uses such as cots or reusable supplies that enhance a warming shelter provider’s capacity to operate a temporary shelter in the future will receive bonus points on their review process. No more than 15% of a grant request may be allocated to said long-term, non-perishable supplies.
Funding Information
The total available funding for this grant is $67,500. Grants may be awarded to multiple applicants and the City reserves the right to not release all available funding during this grant period.
Evaluation Criteria
Applications will be evaluated based upon the following weighted criteria:
- Completeness of the application relative to grant requirements
- Demonstrated experience of the provider in similar programs
- Ability of the provider to operate the proposed program at minimum within the severe weather temperature triggered days
- Provider readiness to proceed
- Partnerships with local support organizations and/or service providers
- Level of community Impact
- Grant request to capacity ratio
- Sustainability of fund usage to address Grants Pass on-going need for a temporary warming shelter.
