The City of Lathrop receives an annual allocation of Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME) Program funds from the U.S. Department of Housing and Urban Development (HUD) to assist low and moderate-income persons and households, to provide decent housing, a suitable living environment an/or expand economic opportunities. These funds are allocated by HUD, utilizing a formula that considers population, poverty, units overcrowded, and age of housing. San Joaquin County is a direct entitlement county that receives funds directly from HUD. The City of Lathrop is a subrecipient to San Joaquin County and receives allocations through the entitlement county. A portion of the CDBG funds, no more than 15% in accordance with the agreement, can be allocated to service organizations.

- Address the needs of low- and moderate-income persons
- Eliminate a slum or blighted condition
- Resolve an urgent need.

Eligibility Criteria
In December of each year, a notice of funding availability is distributed to individuals and organizations that have expressed an interest in applying for funds (Non-profit organizations that provide services in multiple jurisdictions within San Joaquin County should apply directly to the San Joaquin County Neighborhood Preservation Division).
