The funds are authorized under the Housing and Community Development Act of 1974, as amended, and are received from the U.S. Department of Housing and Urban Development (HUD). The funds may be used for various activities that benefit low and moderate income persons.
Goals
- Provide essential public services to improve quality of life for individuals and families with low-moderate incomes, including special needs populations and those experiencing homelessness or at risk of becoming homeless.
- Grow an environment that supports health and wellness among community members. (including, access to health services, centralized resources for homeless in a one-stop shop, access to quality and nutritious food, expand navigation services to persons that at-risk of becoming homeless)
- Expand gap funding for flexible low barrier grants to support emergency needs in coordination with current community initiatives. (including utility and security deposit)
- Grow individual education outcomes. (English language learning, early childhood, peer to peer education, job skills)
- Encourage agencies to coordinate services for persons experiencing homelessness.
- Address barriers to safe, decent, affordable housing. (tenant education, landlord meetings)
- Support distribution of materials on affordable housing and fair housing at conferences, workshops, and other public venues.
Eligible Activities
Public service activities which are directed toward improvement of the quantity and quality of community services principally benefiting persons of low- and moderate income are eligible for funding. These activities include, but are not limited to, services concerned with employment, crime prevention, childcare, health, substance abuse counseling and treatment, education, fair housing counseling, tenant and landlord education, energy conservation, and recreational needs. Emergency grant payments for food, clothing, and shelter (rent, mortgage, utilities) needs are eligible activities as long as the payments do not exceed three months, and the payments are made directly to the provider of such services on behalf of an individual or family.
Eligibility Criteria
Public or Nonprofit agencies. Nonprofits must hold 501c3 status under the IRS Code and have filed IRS 990. All entities must provide a Unique Entity Identifier number (UEI).
