Details:

Through the Accommodations Tax (ATAX) Grant Program, the City of Rock Hill makes grant funds available to non-profit organizations and government agencies to enhance the tourism industry with an emphasis on overnight accommodations in the City of Rock Hill. The funds come from the state accommodations tax (ATAX), the mandatory 2% charge applied to accommodations.

Funding Information

This is a reimbursable grant with a 70-30 match. Total eligible expenses are reimbursed at 70% up to the amount approved by City Council. Projects approved at $999 or less do not require the 30% match by the applicant. After projects are complete, invoices, proof of payment and proof of performance (marketing examples) are required for reimbursement.

Grant Duration

Funds are awarded for use during the fiscal year beginning July 1, 2024 and ending June 30, 2025.

Tourism-Related Expenditures

State law requires that expenditures from projects/events must fall in one of these eight categories:

  • Advertising and promotion of tourism
  • Promotion of the arts and cultural events
  • Construction, maintenance, and operation of facilities for civic and cultural activities
  • Criminal justice system, law enforcement, fire protection, solid waste collection and health facilities when required to serve tourists and tourism facilities. This is based on the percentage of costs directly attributed to tourists.
  • Public facilities such as restrooms, dressing rooms, parks, and parking lots
  • Tourist shuttle transportation
  • Control and repair of waterfront erosion
  • Operating visitor information centers.

Eligibility Criteria 

Non-profit organizations and government agencies are eligible to apply.

Ineligible Projects 

The Tourism Commission will not consider funding projects or activities that contain any of the following criteria:

  • Programs or activities that do not address state, regional and national tourist audiences.
  • Programs or activities that do not promote tourism.
  • Projects whose sole purpose is the solicitation of funds for donation to non-tourism related activities.
  • Other projects as determined ineligible by the Tourism Commission are subject to approval of the Rock Hill City Council.
