Details:

The City of San Bernardino is an entitlement jurisdiction that receives CDBG, HOME, and ESG funds directly from the U.S. Department of Housing and Urban Development (HUD). The City of San Bernardino anticipates receiving approximately $2,900,000 in CDBG, $270,000 in ESG, and $1,457,000 in HOME funds. Priority for funding will be given to those applicants meeting one of the Strategic Plan goals included in the PY2020-2024 Consolidated Plan.

Community Development Block Grant (CDBG)

The City’s CDBG program can fund eligible community, economic development, and fair housing activities. Eligible activities for CDBG funding must meet one of the following national objectives: 1) principally benefit low- and moderate-income persons, 2) eliminate slums and blight, and 3) meet an urgent need. The types of projects and programs that may be considered for funding, subject to national objectives compliance, are summarized as follows:

  • Public Service Activities (Capped at 15%): Child care Services, Senior Services (e.g. day programs or subsidized meal programs), Americans with Disabilities Act Services, Health and Mental Health Services, Domestic Violence Services, Legal Services, Employment Training, Food banks, and Transportation Services.
  • Capital Improvement Activities: Neighborhood Facilities Improvements (facilities that are either publicly owned or that are traditionally provided by the government, or owned by a nonprofit, and operated to be open to the general public. i.e. parks, libraries, recreational facilities, community and senior centers), and Special Needs facilities (e.g. homeless, domestic violence shelter, nursing homes, and or group homes).

Emergency Solutions Grant (ESG)

The City is seeking applications from entities that have experience and are qualified to provide services that are eligible for ESG funding. The purpose of the ESG program is to assist individuals and families to quickly regain stability in permanent housing from crises or homelessness. Eligible activities for ESG funds include emergency shelter, homelessness prevention, rapid re-housing assistance, and data collection through the Homeless Management Information System (HMIS).

Home Investments Partnership—Owner Occupied Rehabilitation Program (OORP)

The City is seeking applications from qualified Community Housing Development Organizations, For-Profit and Non-Profit Developers, as well as construction entities to assist in the OORP program. The OORP program is a forgivable loan program designed to assist low-income, eligible residents in improving and extending the conditions of their homes to meet the City’s health and safety code requirements. This may include administration of the program and/or undertaking rehabilitation efforts.
