CJCC Chair and Director Training Curriculum Development and Pilot Program

The National Institute of Corrections (NIC) is seeking applications for funding under the Fiscal Year (FY) 2025 to develop and pilot a Criminal Justice Coordinating Council (CJCC) Chair and Executive Director training curriculum.

Details:

The goal of this project is to develop a training program for CJCC chairs and executive directors to build and strengthen the skills of CJCC leaders and enhance the overall effectiveness of CJCCs.

Objectives 

The following are objectives the awardee must meet to successfully satisfy this scope of work:

  • Identify and convene a curriculum development work group to be approved by the NIC program manager.
  • Identify or hire a facilitator, with final approval by the NIC program manager, who will lead the curriculum development work group sessions.
  • Develop a training development process to identify, develop, and provide feedback/review of all training materials.
  • Identify training performance measures for each identified topic in an ITIP format.
  • Develop a CJCC training curriculum to be delivered as an NIC training program using NIC provided templates. This includes the development of all training curriculum materials (e.g., facilitator’s guide, participant manual, presentation slides, handouts, and other needed training resources).
  • Pilot the curriculum to evaluate and capture any necessary revisions to the curriculum. This includes providing and hiring a team of trainers (2 to 3 with approval from the NIC program manager) to facilitate and deliver a minimum of one offering of the pilot curriculum. This involves working with the NIC Program Manager to manage needed training logistics, including the selection of a training date and site. NIC will be responsible for participant travel funding as needed.
  • Finalize all curriculum training materials using NIC’s ITIP model. This will include the facilitator’s guide, participant manual, presentation slides, handouts, and other identified resources. NIC will make final approval of the entire training package.

Funding Information

NIC expects to make one award for as much as $150,000.00 for a 12-month project period.

Eligibility Criteria

  • NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
  • NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
  • NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
