The program is uniquely focused on helping support meaningful athletic experiences in communities that lack recreational opportunities, have underserved populations, and possess limited financial capacity.
Typical Projects
Eligible community outdoor athletic facilities should attract and accommodate practice, training, or competition using a participant’s physical skills or capabilities. Such athletic activities should be the primary focus of the facility rather than leisure activities. Examples of typical projects include the following outdoor facilities:
- Athletic fields
- Sports courts
- Sports facilities
- Swimming pools
- Tracks and courses
- Skating rinks
- Acquisition of land for such facilities
Funding Information
Applicants may request grants between $50,000 and $1.2 million.
Eligible Project Types
The following types of projects are eligible for COAF funding:
- Development
- construction or work resulting in new elements, including but not limited to, structures, facilities, and/or materials to enhance outdoor athletic resources.
- Renovation
- improving an existing site or structure to increase its useful service life beyond original expectations or functions.
- Acquisition
- buying real property rights such as land, easements, and leases for the express purpose of developing or renovating an eligible athletic facility. The minimum interest length for fee acquisition is perpetuity, and at least twenty years for less-than-fee interest (easements, leases, etc.).
- Combination
- projects involving a combination of acquisition and development or renovation components.

- Special purpose districts (parks and recreation, school, port, etc.)
- Other subdivisions of local government authorized to own outdoor athletic facilities
- Native American tribes
- Qualified nonprofit organizations
