The Urban County includes communities located in the unincorporated area of San Diego County and the cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
The ESG program provides funding to meet the following objectives:
- Engage homeless individuals and families living on the street;
- Improve the number and quality of emergency shelters for homeless individuals and families;
- Help operate emergency shelters;
- Provide essential services to shelter residents;
- Rapidly re-house homeless individuals and families; and
- Prevent families/individuals from becoming homeless.
Funding Information
HCDS has allocated approximately $300,000 in ESG Program funds from HUD under this NOFA.

- Street Outreach efforts
- Homelessness Prevention initiatives
- Homeless Management Information System (HMIS) projects.
Eligibility Criteria
Eligible applicants include nonprofit organizations and public entities working on initiatives within the County’s unincorporated areas and the participating cities: Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach.
