The Delaware County Arts Grant, also known as the Statewide Community Regrants Grant program, is a regrant program of the New York State Council on the Arts and is administered locally by the Roxbury Arts Group.
Founded in 1977, SCR was developed to ensure that New York State’s cultural funding reaches every part of the state. The SCR Program has since become one of the Council’s most effective means of making arts support available to geographically, economically, and ethnically diverse segments of the state’s population. The SCR program is made possible with funds from the Office of the Governor and the New York State Legislature.

Goals of the Delaware County Arts Grant Program
- Make quality arts programming available to all Delaware County residents and visitors
- Make arts programming accessible to under-represented and marginalized communities
- Support the creative expression of Delaware County’s diverse cultural groups
- Contribute to the cultural capital of Delaware County.
Priorities
Each year the Delaware County Arts Grant creates funding priorities based on the needs of the community. Applicants can and should justify in their application how their project is applicable to one or more of funding priorities as listed below, if applicable. The funding priorities this year are:
- Projects that incorporate folk/traditional arts, meaning arts practiced within and among ethnic, regional, occupational, and religious groups as well as other kinds of communities with a common identity.
- Creative Placemaking: Projects that animate public spaces, rejuvenate structures and streetscapes, improve local business viability and public safety, and bring diverse people together to celebrate, inspire, and be inspired.
- New, emerging and grass-roots organizations and artists.
- Projects that engage or serve under-represented and marginalized communities.
- Projects representing interdisciplinary collaborations between two or more artists.
Categories
- Community Arts Grants
- Community Arts Grants constitute the majority of Delaware County Arts Grant activity. These grants provide support for arts and cultural projects by community-based organizations, groups, collectives or artists. These projects are community-based arts activities offered to the public and should be open and accessible to all. This may include but are not limited to: exhibitions, workshops, performances (all disciplines), festivals, screenings or readings. An applicant can apply for $1,500-$7,500, and Community Arts Grants require a 10% match.
- Eligible non-profit organizations in Delaware County with 501c3 status may apply directly. Individual artists and non-incorporated organizations that do not have 501c3 status may apply through an eligible Delaware County-based 501c3 fiscal sponsor or with a Community Partner.
- Creative Learning Grants
- Creative Learning Grants serve to bring teaching artists and their skills into environments to meet learners of all ages and abilities. Creative Learning projects must focus on the exploration of art and the artistic process. An applicant can apply for $1,500-$7,500, and Creative Learning Grants require a 10% match.
- School partners cannot apply directly for Creative Learning Grant funds. Applications for Creative Learning Grants must be submitted by eligible teaching artists, Community Partners or Fiscal Sponsors who are based in Delaware County.
- In-School Learning grants support Creative learning projects that take place in a school setting during school hours. After-School Learning grants support Creative Learning projects that take place after-school on or off school grounds, and Community-Based Learning grants support Creative Learning projects that take place in community-based settings for learners of all ages and abilities. These workshops can be exclusive to particular groups and programs such as Youth Groups and Seniors Homes.
- All Creative Learning projects must provide at least three sequential skill-based sessions that incorporate one or more art forms; in-depth, age and skills appropriate learning opportunities; hands-on, participatory creation and/or learning opportunities that may culminate in exhibitions, productions, or demonstrations; stated learning goals, methodologies and outcomes; and a means for evaluation.
- Individual Artist Grants.
- Individual Artist Grants offer commissioning support to individual practicing artists in the amount of $1,500-$5000 for the creation of a new work or body of work in a community setting. No financial match required. This grant opportunity represents a “live & work” investment in Delaware County artists. It is designed to increase support for local, artist-initiated activity and to highlight the role of artists as important members of our community. An essential element of this funding is that the artist engages the community in either the presentation of their work and/or the inclusion of the community in the development of the new work either in reflection or topic. Individual artists can participate in a group as part of their project.
- Individual artist applicants MUST be residents of Delaware County. Proof of residency is required that must contain the individual’s name, address, and be dated within the previous year. Artists applying under the Individual Artist category are Fiscally Sponsored by the Roxbury Arts Group without need for an outside Fiscal Sponsor or Community Partner. Artists must arrange for a meeting with Roxbury Arts Group staff to discuss their project and the roles and responsibilities expected. A Letter of Commitment will be drafted between the artists and RAG to reflect this discussion and should be attached to your application.
Eligible Expenses
The Delaware County Arts Grant funds are intended to assist with activities/projects of local arts organizations including both live and virtual activities. This accounts for artist fees, supplies and materials, marketing/publicity costs, and direct administrative expenses. The Delaware County Arts Grant may award partial funding in support of the proposed project. Alternative plans for funding to cover project costs in the event of partial funding should be included in your application.
Eligibility Criteria
- Non Profit Organizations and Fiscal Sponsors Eligibility
- Non-profit organizations applying directly or as Fiscal Sponsors MUST fulfill ALL of the following conditions:
- A 501(c)(3) or New York State non-profit organization.
- The legal address of the non-profit organization must be located in Delaware County.
- Have a board of directors or a governing body that meets to determine and review policy.
- If representing a national organization, they must be a local chapter active in the community.
- Demonstrating Eligible Non Profit Status
- Your organization must submit ONE of the following documents that applies to your organization:
- Letter of Determination from the IRS indicating tax exempt status under section 501(c)(3) and registration with the NY State Charities Bureau.
- Current NY State Bureau of Charities (Office of the Attorney General) filing receipt.
- Documentation of charter by the NY State Board of Regents under section 216 of the NY State Education Law.
- Documentation of incorporation under Section 402 of the NY State Not-for-Profit Corporation Law.
- Official authorization as an arm of local government (i.e., a formal letter on official stationery signed by the appropriate county, city, town or village executive).
- Authorization as a federally recognized Tribal Nation.
- Other Eligible Organizations and Artists
- Individual artists, groups or collectives, and unincorporated entities who are working with an eligible fiscal sponsor or Community-Based Partner.
- Individual artists may only apply under their own name, using their own SSN. An artist’s incorporation or establishment of an LLC or LLP is not disqualifying. However, an artist is only eligible for SCR funding for a project undertaken in their individual capacity.
- A group that is incorporated in another state as a not-for-profit corporation, registered with its primary location in NYS (or the relevant regrant region), and registered with the Charities Bureau/the NY State Secretary of State as a “foreign not-for-profit corporation”
- A government, quasi-governmental entity, or tribal organization.
- Applications from Tribal Nations located anywhere in NYS are accepted, regardless of county.
- Tribal Nations are exempt from the 3 request, $7,500 limit.
- Individual Tribal organizations within Tribal Nations are subject to the 3 request, $7,500 limit.
