The Surface Water Matching Planning Grant program supports early-stage planning, engineering, and feasibility studies for surface water improvement projects in Delaware. These grants aim to enhance water quality in impaired watersheds by targeting developed landscapes.
Eligible projects should focus on improving water quality, developing plans aligned with watershed management strategies, or designing stormwater management upgrades in existing developments and municipalities. Restoration and retrofit projects that provide water quality benefits are also encouraged.
Examples of eligible project types include stormwater system retrofits, green infrastructure practices, stream and wetland restoration, watershed studies, and the creation of surface water or drainage master plans.
Grants are capped at $50,000 per project, with a required 1:1 cash match from the applicant. The total funding limit per fiscal year is $100,000. The grant period runs from July 1 through June 30.
Applicants must be a Delaware county or municipal government, conservation district, or part of the Delaware estuary program. Matching funds must be secured at the time of application. While non-profits, educational institutions, and community groups cannot apply directly, they may collaborate with eligible entities.
Agricultural operations, private businesses, and non-taxing nonprofits are not eligible for direct funding but may participate through partnerships with qualified applicants. The application deadline is August 20, 2025.
