Details:

This NOFO will support organizations to design and deliver training to support the Internet Crimes Against Children (ICAC) task force network, which includes law enforcement, prosecutors, digital forensic specialists, and other related agencies/organizations that address child sexual abuse material and online child exploitation.

This program operates under three training categories:

  • Category 1: Entry Level and Core Training
    • Category 1 will deliver in-person and virtual training programs for ICAC investigators. Existing training delivery mechanisms may need to be modified to increase efficiency and cost-effectiveness. Other courses and training products may also be proposed targeting the development of core knowledge related to ICAC investigations. The awardee will also support an ICAC national training event, ICAC commanders’ meetings, and implementation of the National Strategy for Child Exploitation Prevention and Interdiction; maintain a system for consumer feedback; and maintain a training and technical assistance website.
  • Category 2: Specialized Training on Digital Evidence Forensics, Tools, and Technology
    • Category 2 will develop and deliver in-person and virtual training on specialized topic areas related to investigating and prosecuting technology-facilitated child sexual exploitation. Training topics may include but are not limited to forensic analyses of computers, cell phones, wireless networks, video games, and other digital devices that may contain evidence of a crime, encryption, on-scene investigative tools, peer-to-peer file sharing, exploitation via social networking sites, dark web investigation, cryptocurrency, generative artificial intelligence, and other emerging technologies.
  • Category 3: Officer Wellness
    • Category 3 will develop and deliver training to assist law enforcement, task force members, police agency command staff, and prosecutors on preventing, identifying, and managing vicarious trauma due to long-term and repeated exposure to child exploitation images as part of their work responsibilities. This includes relevant training for mental health professionals who will be working with ICAC task forces and their affiliate agencies to enhance their expertise in this specific type of officer wellness, focusing on building resiliency and preventing and mitigating vicarious trauma. The awardee will also manage a peer support network, and assist ICAC task forces in designing, implementing, or enhancing a tailored officer wellness program.
