This Request for Proposals (RFP) will fund programs and services that prepare unemployed and underemployed job seekers from marginalized communities for employment, connect them with employment and training opportunities, and support them in succeeding as employees. The focus of this procurement is on addressing the impacts of racism on Black, Indigenous and people of color (BIPOC) communities and immigrant and refugee communities, resulting in disproportionate levels of unemployment, job insecurity, and low wage jobs in these communities.

The Employment Training, Placement, and Supports Request for Proposals (RFP) seeks to allocate VSHSL funds to programs and services that prepare marginalized community members for employment, connect them with employment opportunities, and support them in succeeding as an employee.

Services provided through the strategy should recognize and be responsive to the unique needs of limited-English-proficient King County residents who are immigrants or refugees. Funded programs will provide employment training, placement, and supports to help build a path toward sustained self-reliance.

Focus populations for this RFP are marginalized community members, including: BIPOC communities, limited-English-proficient immigrants and refugees, people who are unstably housed or experiencing homelessness, people impacted by the criminal legal system, people with disabilities, lesbian, gay, bisexual, transgender, queer and/or questioning (LGBTQ) community members, Veterans, and Seniors.

Funding Information

  • This RFP covers funding available for the program period of August 1, 2024 until December 31, 2026. Up to $3,798,104 in VSHSL funds will be awarded across the number of applicants funded.
  • At the end of the initial award period King County reserves the right to procure the remaining funds ($5,678,523) available through VSHSL Strategy: Financial Stability 2 or to recontract with organizations awarded through this procurement process.

Eligibility Criteria 

This request is open to for-profit and nonprofit organizations, community-based organizations, tribes and tribal organizations, and public or governmental agencies serving communities in King County. Small nonprofit, community-based Black, Indigenous, and other Communities of Color-led organizations are encouraged to submit proposals.
