As the state’s community-based EV charging funding program, the Washington Electric Vehicle Charging Program (WAEVCP) funds multifamily residential, publicly accessible, fleet, and workplace charging to fill gaps from private investment. WAEVCP is funded through the Capital Appropriations Act introduced and signed by Governor Bob Ferguson, passed into law by the Washington State Legislature (legislature), and administered by the Washington State Department of Commerce (Commerce). Revenue for the program comes from the Climate Commitment Act (CCA).

Funding Information
Applicants will be eligible for up to:
- Standard projects:
- Low-power L2: $5,000 per port
- Standard L2: $12,500 per port
- L3: $150,000 per port
- Innovation projects: variable, no more than $1.5 million per project
- Site design projects: $25,000 per applicant.

March 2026 – March 2028.
Eligibility Criteria
Eligible applicants include:
- Public agencies (“Public”): Cities, towns, counties, public school districts or special school transportation planning organizations, transportation authorities or agencies, municipal corporations, port districts or authorities, political subdivision of any type, or any other entities or authorities of local government in corporate form or otherwise. Washington state agencies currently receiving funding support or an award of future funding support from the Department of Enterprise Services (DES) will be ineligible for this funding. COMMERCE is limiting funding to state agencies without existing state-level support to maximize the number of overall recipients through state funds.
- Federally recognized tribal governments and enterprises (“Tribal”): The government of any federally recognized Indian tribe whose traditional lands and territories included parts of Washington or were directly adjacent to Washington’s border, designated subdivisions and agencies (such as a Tribal Housing Authority), or any other entities or authorities of a federally recognized tribal government in corporate form or otherwise.
- Retail electric utilities (“Utility”): Any electrical company, public utility district, irrigation district, port district, electric cooperative, or municipal electric utility that is engaged in the business of distributing electricity to retail electric customers in Washington, per RCW 80.60.010.
- A consumer-owned public utility is a municipal electric utility formed under Title 35 RCW, a public utility district formed under Title 54 RCW, an irrigation district formed under chapter 87.03 RCW, a cooperative formed under chapter 23.86 RCW, or a mutual corporation or association formed under chapter 24.06 RCW, that is engaged in the business of distributing electricity to more than one retail electric customer in the state.
- Non-profits (“Non-profit”): 501c(3) organizations.
- Tribal non-profit organizations are eligible as non-profit applicants, not as Tribal applicants, and will not be counted in the minimum tribal awards.
- Private, for-profit entities (“Private”): All private, for-profit entities.
