Respondents to this open call and grant should determine the most realistic and feasible use for funding while recognizing the objective to maximize the sustainability of funds to address Grants Pass’ ongoing need for a temporary shelter.
The purpose of the grant is to support a severe weather shelter. The Grant will act as a reimbursement or passthrough grant. Any item purchased with these grant funds that in the future is no longer used for unhoused services is required to be returned to City ownership.
The City intends to select provider teams that demonstrate experience in all aspects of operating temporary shelters, including staffing, training, financing, planning, outreach, security, and community relations. Respondents should describe how a proposed project would incorporate mechanisms to ensure the severe weather shelter’s success throughout the end of 2026.
Funding Information
The total available funding for this grant is $52,580 and the cost-free loan of one (1) Air scrubber machine for the duration of the grant period. Grants may be awarded to multiple applicants and the City reserves the right to not release all available funding and resources during this grant period.
Grant Selection Process
The City’s grant selection process will be based upon an evaluation of the submitted applications by a selection team and ranked upon the following criteria. Although costs have been requested, pricing will not be the sole selection criteria.
- Completeness of the application relative to grant requirements
- Demonstrated experience of the provider in similar programs
- Ability of the provider to operate the proposed program at minimum within the severe weather temperature triggered days and/or nights
- Provider readiness to proceed
- Partnerships with local support organizations and/or service providers
- Gap in community need addressed
- Grant request amount to shelter capacity ratio.
