Goodhue County’s Opioid Settlement Advisory Council (OSAC) is seeking grant applications for community-based projects that will be funded by the opioid settlement and will advance OSAC’s vision to promote safe and healthy lifestyles through the commitment to prevent opioid abuse and overdose.

OSAC strives to bring lived and professional experience together by providing education through community connection, instilling hope for the youth, and bringing change that can be passed on for generations to come.
Investment Priorities
Eligible projects must fall under one or more of these categories:
- Certified Peer Recovery Specialist and/or Sober Navigator
- Adding paid staff with lived experience and relevant training to serve Goodhue County community members seeking recovery by providing ongoing support from day one: meeting patients at Emergency Room after overdose and setting up care plan, 24/7 phone or text support, assistance navigating resources, completing treatment applications, providing transportation, coaching, etc.
- Increasing Mental Health Treatment For Youth
- Adding community based/school based mental health counseling for youth throughout Goodhue County as a means of prevention
- Increasing Protective Factors for At Risk Youth
- Expanding evidenced-based youth programming to youth throughout Goodhue County as a means of prevention
- Harm Reduction Access and Education
- Providing education and access to free Fentanyl Test Strips, Naloxone, Narcan, etc.
Funding Information
Up to $200,000 of Goodhue County’s opioid settlement funding will be distributed through this round of grants.
Grant Period
These are one-year grants and the project must begin in 2025.
Project Requirements
Eligible grantees must serve Goodhue County communities.
- Organizations eligible to apply for funding include nonprofit organizations, schools, government agencies, for-profit organizations, chemical health and mental health treatment centers and programs, churches, and/or individuals with new innovative programs with proof of fiscal sponsorship, etc.
- Projects must be new services/resources or an expansion of existing services/resources. Opioid settlement funds cannot be used to replace funding for existing services/resources.
- Applicants that are awarded funding will sign a Memorandum of Understanding with Goodhue County Health and Human Services.
- Applicants that are awarded funding will complete a brief annual outcome report on actual metrics from the intended measures you self-identified within this application.
- Applicants may be asked to complete a pre-award risk assessment, if determined necessary, by the Goodhue County Health and Human Services Finance Department.
- Grantees are subject to audit and Data Practices Act. All contracts and pass-through disbursements of Opioid Settlement Funds to subrecipients or grantees must comply with Minnesota Statues section 16C.05, subdivision 5. Subrecipients or grantees must also comply with the Minnesota Government Data Practices Act, as provided by Minnesota Statutes section 13.05, subdivision 11.
- Grantees of Opioid Settlement Funds must adhere to the MINNESOTA OPIOIDS STATE-SUBDIVISION MEMORANDUM OF AGREEMENT REPORTING AND COMPLIANCE ADDENDUM by reporting outcomes on a brief annual report.
