The program operates similarly to the HOME program in that projects are eligible for funding across the whole Asheville Regional Housing Consortium (ARHC) area: Madison, Buncombe, Henderson, and Transylvania Counties.
HOME-ARP funds must be used in accordance with the ARHC’s approved Allocation Plan. The Allocation Plan identified two strategies for making investments with the awarded $4,706,922:
- Development of Affordable Rental Housing ($3,001,943)
- Including new construction and substantial rehabilitation
- Supportive Services ($1,000,000)
- Focus on mental health and substance abuse services
- Opportunity for rental assistance support as well
- Administration and Planning ($704,979)
- City of Asheville staff salaries, professional services, planning services
Beneficiaries of HOME-ARP
HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations (QPs):
- Homeless
- At-risk of Homelessness
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Veterans and families that include a veteran family member that meet one of the preceding criteria.
