The HOME Investment Partnerships Program (HOME) is a federally funded housing program administered by the U.S. Department of Housing and Urban Development (HUD). HOME provides flexible resources to state and local governments, in partnership with nonprofit organizations, community housing development organizations (CHDOs), and other eligible entities, to create and preserve affordable housing opportunities for low-income households. The program is designed to serve very low-income households earning at or below 50 percent of the Area Median Income (AMI) and low-income households earning up to 80 percent of the AMI. The flexibility of the HOME Program distinguishes it from many traditional federal housing programs that are more narrowly defined by specific funding categories or activities. As the largest federal block grant program dedicated exclusively to the creation and preservation of affordable housing for low-income households, HOME allows participating jurisdictions to address local housing needs and priorities through a variety of eligible housing strategies.
The City of North Las Vegas reserves the right, at its sole discretion, to fund applications utilizing any available funding source or combination of funding sources administered by the City. Applicants will be notified of the proposed funding source(s) associated with their project or program and will have the opportunity to review and accept the applicable funding requirements.
Eligibility Criteria
For the 2026 HOME (or Other Eligible Affordable Housing Fund) Application cycle, the City of North Las Vegas will be accepting applications for new rental development and major rehabilitation of rental developments.** Eligible applicants include for profit organizations, local governments, and 501(c)(3) or (4) nonprofit organizations, including, but not limited to, cities, housing authorities, nonprofit community-based organizations such as community housing development organizations (CHDOs), community development corporations (CDCs), and community action programs (CAPs).
Requirements
Once an application has been submitted to City of North Las Vegas for funding, no choice limiting action (contract execution, acquisition, demolition, construction, etc.) of any kind can take place. If site control is not obtained prior to application submission, ONLY an option to purchase is allowed (not a purchase & sale agreement). If the project is funded, and a choice limiting action has occurred after the date of application, but before environmental clearance has been received, the project may not be eligible
