This four-year funding opportunity is supported by the HRSA Ryan White HIV/AIDS Program (RWHAP) Part F: Special Projects of National Significance (SPNS) Program. This funding uses implementation science to adapt and evaluate the implementation of interventions that better serve people with co-occurring HIV and mental health conditions. The focus is on people with HIV who are out of care or experiencing barriers to retention in care, and who also have mental health conditions. This initiative is for people who are RWHAP eligible.
This RWHAP SPNS initiative funds one implementation technical assistance provider (ITAP) and one evaluation provider (EP). The ITAP is funded under this opportunity and will be responsible for identifying the intervention strategies and selecting and issuing subawards to the implementation sites. The EP is funded separately under a companion NOFO. The ITAP and EP are required to co-lead the initiative. The HRSA HIV/ AIDS Bureau (HAB) encourages you to read and familiarize yourself with the program expectations of the EP companion NOFO, HRSA-25-059 (EP).
The funded ITAP will:
- Lead the identification of mental health interventions that the implementation sites will then adapt and implement. The ITAP will collaborate with the EP to ensure alignment with the evaluation.
- Lead the process of soliciting and selecting up to 10 implementation sites, in collaboration with the EP.
- Issue subawards to implementation sites and monitor sites in accordance with federal regulations.
- Provide, track, measure, and report implementation of technical assistance (TA) that adheres to the core components of the selected interventions.
- Coordinate closely with the EP to ensure that implementation TA aligns with the evaluation plan.
- Lead the development and implementation of a communications and dissemination plan for the initiative, including by creating user-friendly multimedia materials.
- Support the EP-led implementation science multisite evaluation of the initiative, as needed.
Funding Information
Expected total available funding in FY 2025: $2,250,000 (Year 1), $4,000,000 per year (Years 2 and 3), $2,750,000 (Year 4).
